解决办法：

我一直没有注意到我的文件夹不是resources目录，将它重新设置为resources即可 启动项目的时候一定要检查一下,有时候IDEA会出bug把之前标记为资源文件的目录给取消标记，导致项目启动的时候，项目找不到配置文件，因为它都找不到你资源文件的目录。
